WASHINGTON — More than half of all healthcare providers who are eligible have received Medicare and Medicaid incentive payments for electronic health records, the Department of Health and Human Services said.

HHS secretary Kathleen Sebelius said the department had exceeded its goal for 50% of doctor offices and 80% of hospitals to have EHRs by the end of the year. By contrast, the percentage of physicians using EHRs in 2008 was 17%. The American Recovery and Reinvestment Act of 2009 contained incentive programs for adoption of EHRs that went into effect in 2011.

WASHINGTON — The Department of Health and Human Services on Wednesday announced partnerships with several pharmacies to help customers learn about new Medicare benefits available to them under the Patient Protection and Affordable Care Act.

These partnerships — with CVS Caremark, Sam's Club, Thrifty White, Walgreens and Walmart — will provide Medicare beneficiaries with a range of educational materials on newly available preventive services, as well as savings on prescription drug spending in the "doughnut hole" coverage gap.

NEW YORK — The Center for Reproductive Rights on Wednesday asked a federal court to reopen its 2005 lawsuit against the Food and Drug Administration for imposing age restrictions on emergency contraceptive drugs. Presently, emergency contraceptives, like Plan B One Step, are available behind a pharmacy counter for women 17 years and older but require a prescription for women under the age of 17 years.

SILVER SPRING, Md. — Food and Drug Administration commissioner Margaret Hamburg on Wednesday issued a public statement that the agency was prepared to approve Plan B as a nonprescription medication, but reversed that decision following a directive from the Department of Health and Human Services Wednesday morning.

DEERFIELD, Ill. — U.S. Department of Health and Human Services secretary Kathleen Sebelius will receive her seasonal flu vaccine and will talk about the importance of prevention measures and flu season preparedness Wednesday morning at a Walgreens "health and daily living" pilot store in Chicago.

The secretary also will tour the store with Walgreens president and CEO Greg Wasson, who will highlight the store's ability to offer accessible, preventive health services, such as flu vaccinations and diabetes care in underserved communities.

WASHINGTON — New guidelines that will ensure women receive preventive health services at no additional cost were announced Monday by the Department of Health and Human Services.

Developed by the independent Institute of Medicine, the new guidelines require new health insurance plans to cover women’s preventive services, such as well-woman visits, breast-feeding support, domestic violence screening and contraception without charging a co-payment, co-insurance or a deductible.
